Argentina y Chile firmaron un memorándum de Trabajo Binacional de Litio y Salares / Argentina and Chile signed a Binational Working Memorandum on Lithium and Salt Flats

10 de Noviembre 2023: El canciller argentino Santiago Cafiero y su par chileno, Alberto van Klaveren, firmaron este viernes un memorándum de Trabajo Binacional de Litio y Salares, poniendo el eje en la sostenibilidad ambiental, económica y social, la formación de recursos humanos y la agregación de valor a este mineral estratégico.

Argentina y Chile avanzaron en este acuerdo de promoción, intercambio y cooperación para una mayor integración a nivel regional para el aprovechamiento de los recursos de litio, en temas de encadenamientos productivos, agregación de valor, promoción de los temas ambientales, sociales, y de formación de los recursos humanos.

De esta manera se estableció un grupo de Trabajo Binacional de Litio y Salares con el fin de promover la cooperación entre ambos países respecto de ese recurso.

La firma fue celebrada por videoconferencia, y contó también con la presencia de la secretaria de Minería, Fernanda Ávila, y la subsecretaria de Minería de Chile, Suina Chahuán Kim.

“El grupo constituye un ámbito que permite promover y desarrollar acciones conjuntas mediante el intercambio de experiencias entre empresas y equipos científicos, la formación y capacitación de recursos humanos y el estímulo al desarrollo de los distintos encadenamientos productivos relacionados con esta industria”, informó la Cancillería Argentina.

Asimismo, luego de la firma de memorándum “los equipos técnicos de ambos países darán un renovado impulso a las acciones para la identificación de oportunidades para la creación de cadenas de valor a nivel regional”.

Por su parte, el canciller de Chile, Alberto van Klaveren destacó, en un comunicado difundido por su área, que la suscripción de este memorándum es “resultado de lo planteado en abril de 2022 entre el Presidente de Chile, Gabriel Boric, y el Presidente de Argentina, Alberto Fernández, en donde resaltaron la importancia de la integración energética, la transición hacia las energías renovables, los encadenamientos productivos, y la generación de valor en torno al litio”.

También el grupo de trabajo se encuentra estudiando el desarrollo de acciones para otorgar mayor valor a la extracción de litio, orientada hacia la obtención de un recurso con mayor pureza, como también impulsar la utilización de tecnologías de producción cada vez más sustentables.

En la misma línea, se encuentra entre los objetivos del grupo de trabajo binacional el estudio de cómo insertase en las cadenas globales participando en eslabones de producción industrial.

Ambos países también acordaron continuar con el intercambio de información acerca de políticas, programas y buenas prácticas que permitan promover una transformación del litio y sus derivados para la producción de baterías y sus componentes.

Desde la Argentina se impulsa la coordinación de políticas desde la región para incentivar la innovación, el desarrollo tecnológico y la agregación de valor a este recurso estratégico, como lo fue a nivel local la Mesa del Litio conformada por las provincias argentinas de Salta, Jujuy y Catamarca, ministerios y expertos en el tema.

Por la Argentina participaron del proceso de entendimiento la Secretaría de Minería del Ministerio de Economía, la Secretaría de Relaciones Económicas Internacionales de la Cancillería, la Secretaría de Asuntos Estratégicos, los representantes de las provincias argentinas con recursos litíferos, la Embajada argentina en Chile y la empresa Y-TEC.

En representación de Chile, integran el grupo de trabajo la Secretaría de Relaciones Económicas Internacionales de la Cancillería chilena y el Ministerio de Minería.

November 10, 2023: Argentine Foreign Minister Santiago Cafiero and his Chilean counterpart, Alberto van Klaveren, signed this Friday a Binational Working Memorandum on Lithium and Salt Flats, focusing on environmental, economic and social sustainability, human resources training and adding value to this strategic mineral.

Argentina and Chile made progress in this promotion, exchange and cooperation agreement for a greater integration at regional level for the use of lithium resources, in terms of productive chains, value addition, promotion of environmental and social issues, and training of human resources.

In this way, a Binational Working Group on Lithium and Salt Flats was established to promote cooperation between both countries with respect to this resource.

The signing was held by videoconference, and was also attended by the Secretary of Mining, Fernanda Ávila, and the Chilean Undersecretary of Mining, Suina Chahuán Kim.

“The group constitutes an environment that allows the promotion and development of joint actions through the exchange of experiences between companies and scientific teams, the education and training of human resources and the stimulation of the development of the different productive chains related to this industry”, informed the Argentine Foreign Ministry.

Likewise, after the signing of the memorandum, “the technical teams of both countries will give renewed impetus to actions for the identification of opportunities for the creation of value chains at the regional level”.

For his part, the Chilean Foreign Minister, Alberto van Klaveren, in a press release issued by his department, pointed out that the signing of this memorandum is “the result of what was discussed in April 2022 between the President of Chile, Gabriel Boric, and the President of Argentina, Alberto Fernández, where they highlighted the importance of energy integration, the transition towards renewable energies, productive linkages, and the generation of value around lithium”.

The working group is also studying the development of actions to give greater value to the extraction of lithium, oriented towards obtaining a resource with greater purity, as well as promoting the use of increasingly sustainable production technologies.

In the same way, one of the objectives of the binational working group is to study how to insert itself into global chains by participating in industrial production links.

Both countries also agreed to continue exchanging information on policies, programs and good practices to promote the transformation of lithium and its derivatives for the production of batteries and their components.

Argentina is promoting the coordination of policies from the region to encourage innovation, technological development and the addition of value to this strategic resource, as was the case at the local level with the Lithium Round Table formed by the Argentine provinces of Salta, Jujuy and Catamarca, ministries and experts on the subject.

Argentina was represented by the Mining Secretariat of the Ministry of Economy, the Secretariat of International Economic Relations of the Ministry of Foreign Affairs, the Secretariat of Strategic Affairs, the representatives of the Argentine provinces with lithium resources, the Argentine Embassy in Chile and the company Y-TEC.

On behalf of Chile, the Secretariat of International Economic Relations of the Chilean Ministry of Foreign Affairs and the Ministry of Mining are part of the working group.
