En su Cuenta Pública 2025, el Presidente de Chile, Gabriel Boric respaldó con fuerza el acuerdo entre Codelco y SQM para la producción conjunta de litio, destacando su potencial para generar riqueza nacional y reafirmando el rol protagónico del Estado en la Estrategia Nacional del Litio. A través de este pacto, la cuprífera estatal se posicionará como actor mayoritario en un sector clave para el futuro energético y económico del país.
El presidente de Chile Gabriel Boric aseguró que “dentro de una década vamos a valorar haber seguido este camino, pues traerá consigo un legado de mayor recaudación, empleo y, con ello, mejor de calidad de vida para los chilenos y chilenas“.
Codelco: del cobre al litio con liderazgo estatal
Durante su discurso ante el Congreso Nacional, Boric sostuvo que el acuerdo permitirá a Codelco convertirse en un actor de peso en el mercado global del litio. “Estamos trabajando para materializar el acuerdo que permita a Codelco participar de manera mayoritaria en la producción del litio”, afirmó.
El mandatario recalcó que el protagonismo estatal es clave para que “las riquezas del litio queden en nuestro país”, evitando interrupciones en la producción y adoptando tecnologías más limpias. Estas tecnologías, según explicó, permitirán mayor eficiencia con menor impacto medioambiental, un equilibrio estratégico para la transición energética.
En apoyo al acuerdo entre Codelco y SQM para operar en el Salar de Atacama, el presidente agregó que su materialización permitirá a “Codelco, nuestra empresa del cobre estatal, que es motivo de orgullo nacional, participar de manera mayoritaria en la producción del litio en el Salar de Atacama”.
La empresa estatal, dijo Boric, se convertirá en “un líder mundial en este mercado, como ya lo es en el cobre. Y el protagonismo de Codelco es bueno para Chile, porque asegura que las riquezas del litio en nuestro país y la producción, además, no se vean interrumpidas”.
El presidente del directorio de la estatal, Máximo Pacheco, afirmó que el acuerdo con SQM “es un logro del país, porque le permite al Estado de Chile ser protagonista de la producción de litio mundial y responder al mandato encomendado en el marco de la Estrategia Nacional del Litio. También es un logro de todos los chilenos y las chilenas, porque el acuerdo será muy beneficioso para el país, para la región de Antofagasta y para las comunidades del Salar de Atacama. Tal como dijo el presidente será un nuevo ‘sueldo de Chile’, conseguido además con criterios sostenibles de cuidado al Salar de Atacama y sus comunidades”.
Estrategia Nacional del Litio: un nuevo sueldo para Chile
Boric defendió con énfasis la Estrategia Nacional del Litio, definiéndola como una hoja de ruta para un crecimiento con justicia social, sostenibilidad y proyección científica. “Estamos construyendo un nuevo sueldo para Chile”, sentenció, apelando al recuerdo del cobre como base histórica de la economía chilena.
Además, proyectó que esta estrategia traerá consigo más recaudación fiscal, generación de empleo y mejoras en la calidad de vida en el mediano plazo. “Dentro de una década vamos a valorar haber seguido este camino”, señaló.
Compromisos ambientales: más protección y vínculo con comunidades
Uno de los anuncios clave fue la creación de una Red de Salares Protegida, que ampliará la protección de estos ecosistemas desde el 8% actual a más del 30%, reforzando el compromiso del Ejecutivo con la conservación ambiental.
Boric también remarcó la necesidad de transformar el modo de producción extractiva: “No hay estrategia de crecimiento posible si no cambiamos la forma en que producimos y el vínculo con las comunidades”.
Instituto de Litio y Salares: ciencia e innovación al servicio del desarrollo
Como medida para impulsar el conocimiento científico y tecnológico propio, el presidente anunció la creación del Instituto de Litio y Salares, una entidad que liderará la investigación ambiental, social e industrial en torno al litio. Este organismo busca fortalecer capacidades nacionales, reducir dependencia externa y fomentar innovación con pertinencia territorial.
Energía, ENAMI y subsidios eléctricos: otros ejes de la transición
En cuanto al sector energético, Boric destacó que Chile es líder en energías renovables y adelantó que se está trabajando en infraestructura y estabilidad del suministro. Frente al descongelamiento de tarifas eléctricas, aseguró que 1.800.000 hogares recibirán subsidios para mitigar el impacto en sus cuentas.
Sobre la Empresa Nacional de Minería (ENAMI), Boric informó que la estatal pasó de estar altamente endeudada a generar utilidades por US$131 millones en 2024, y que actualmente lidera un proyecto clave de fundición y refinería en la Región de Atacama.

The President emphasized that the state’s leading role is key so that “the riches of lithium remain in our country”, avoiding interruptions in production and adopting cleaner technologies. These technologies, he explained, will allow greater efficiency with less environmental impact, a strategic balance for the energy transition.
In support of the agreement between Codelco and SQM to operate in the Salar de Atacama, the president added that its materialization will allow “Codelco, our state-owned copper company, which is a source of national pride, to participate in a majority way in the production of lithium in the Salar de Atacama”.
The state-owned company, said Boric, will become “a world leader in this market, as it already is in copper. And Codelco’s leading role is good for Chile, because it ensures that the riches of lithium in our country and production, moreover, are not interrupted”.

National Lithium Strategy: a new salary for Chile
Boric emphatically defended the National Lithium Strategy, defining it as a roadmap for growth with social justice, sustainability and scientific projection. “We are building a new salary for Chile”, he stated, appealing to the memory of copper as the historical basis of the Chilean economy.
In addition, he projected that this strategy will bring more tax revenue, employment generation and improvements in the quality of life in the medium term. “In a decade’s time, we will appreciate having followed this path,” he said.
Environmental commitments: more protection and links with communities
One of the key announcements was the creation of a Network of Protected Salt Flats, which will expand the protection of these ecosystems from the current 8% to more than 30%, reinforcing the Executive’s commitment to environmental conservation.
Boric also stressed the need to transform the extractive production mode: “There is no possible growth strategy if we do not change the way we produce and the link with the communities”.
Institute of Lithium and Salt Flats: science and innovation at the service of development
As a measure to promote scientific and technological knowledge, the president announced the creation of the Institute of Lithium and Salt Flats, an entity that will lead environmental, social and industrial research on lithium. This body seeks to strengthen national capacities, reduce external dependence and promote innovation with territorial relevance.
Energy, ENAMI and electricity subsidies: other axes of the transition.
Regarding the energy sector, Boric emphasized that Chile is a leader in renewable energies and said that work is being done on infrastructure and stability of supply. Regarding the unfreezing of electricity tariffs, he assured that 1,800,000 households will receive subsidies to mitigate the impact on their bills.
Regarding Empresa Nacional de Minería (ENAMI), Boric reported that the state-owned company went from being highly indebted to generating profits of US$131 million in 2024, and that it is currently leading a key smelting and refinery project in the Atacama Region.
